I think those are only made with a book from genoa with enough development. That enough development is way far. I dont think theres any other source for that book, but could be wrong.
PD: Confirmed. it belongs to a book; needs 300k investment and enough development in genoa. The book itself costs 200k so you should see the whole amount of dev needed.
